(AP) ? The eurozone's finance chiefs indicated early Tuesday that Greece will get a loan installment it needs to keep paying its bills, even after Athens admitted that it would not be able cut its budget deficit as much as it had promised in return for help.

Fears have been growing that Greece, despite billions of euros in rescue loans, will eventually have to default on its massive debts, rocking the global economy as it is still struggling to recover from recession.

"We had no one advocating a default for Greece. Everything will be done to avoid that and it will be avoided," Jean-Claude Juncker, the Luxembourg prime minister who also chairs the meetings of eurozone finance ministers, said after talks that ran late into the night.

Juncker said the other ministers would decide on the payment of the euro8 billion ($10.8 billion) slice of its first euro110 billion bailout "in the course of October," adding that the country would be able to meet its financial obligations as long as it receives the money in November.

That contradicted earlier statements from the Greek government, which has said that it would be forced to stop paying salaries and pensions if it doesn't get the payment by mid-October.

The financial leaders of the 17-country eurozone were under strong pressure to provide solutions to the currency union's worsening debt crisis, after markets around the world plunged Monday. However, despite the assurances on Greece, it was also clear that further challenges lay ahead and the euro dropped after the news conference, trading down 1.3 percent against the dollar.

Greece said Sunday that it will run a deficit of 8.5 percent of economic output, or euro18.69 billion ($25.2 billion), this year ? far above the promised euro17.1 billion ($23.1 billion).

The main concerns among economists is that Greece will not be able to fully repay its bonds, triggering steep losses for banks across Europe and spreading the debt crisis to large economies like Italy and Spain that are too big to be bailed out.

Even though he ruled out a Greek default, Juncker added to those concerns, saying that the contribution of banks and other private investors to a second, euro109 billion rescue package for Greece may have to be re-evaluated in light of the worsening economic conditions in the country.

Germany and several other rich eurozone countries have been pushing to force larger losses on private investors than the 21 percent writedowns on Greek bonds they tentatively agreed to in July. That push has weighed on bank shares especially in France and Belgium, where several lenders have large exposures to Greek debt.

At the same time, there is concern that Greece is falling into a spiral of further cuts and bailout loans, with its economy shrinking and popular unrest rising even further.

While the EU's Monetary Affairs Commissioner Olli Rehn said recently announced measures "go a very long way to meeting the conditions" for the next payout, he also said that Greece will be expected to make up for delayed economic reforms and privatizations.

Further measures may also be needed to meet targets in 2013 and 2014, on top of a five-year, euro28 billion austerity package agreed just over the summer.

The eurozone hopes that the payment of the next aid installment to Greece will buy them time to come up with a broader solution to the crisis and reinforce their financial safety nets.

They are working on boosting the firepower of their main bailout fund, the euro440 billion European Financial Stability Facility, without requiring countries to increase their financial commitments. That could be done by allowing the fund to tap loans from the European Central Bank or guarantee the bond issues from struggling countries like Italy and Spain.

"We need a more flexible and powerful EFSF as a financial firewall to contain contagion" and allow for the recapitalization of weakened banks, said Rehn. However, both he and Juncker declined to give details on how that could be done.

The ministers made progress on several technical issues related to the second rescue package for Greece. They found a complicated solution to Finland's demand to receive collateral for its contribution to the bailout, that they said would be acceptable to the country but tied to enough discouraging conditions to keep other countries from demanding similar treatment.

"It's unlikely that any other country but Finland will make this request," said Klaus Regling, the head of the EFSF who helped work out the collateral deal.

Juncker meanwhile said that Slovakia's parliament will likely approve changes to the EFSF agreed by eurozone leaders at their summit in July.

Slovakia's finance minister "indicated that there will be a positive vote," Juncker said.

The leader of the junior party in Slovakia's governing coalition has threatened to bloc changes to the eurozone's bailout fund that would give the fund new powers and increase its lending capacity. Changes to the fund have to be approved by all 17 euro countries to take effect.

ATF: Illegal to sell guns to med marijuana users

Firearms dealers in states that allow medical marijuana can't sell guns or ammunition to registered users of the drug, a policy that marijuana and gun-rights groups say denies Second Amendment rights to individuals who are following state law.

Federal law already makes it illegal for someone to possess a gun if he or she is "an unlawful user of, or addicted to" marijuana or other controlled substances.

A Sept. 21 letter from the Bureau of Alcohol, Tobacco, Firearms and Explosives, issued in response to numerous inquiries from gun dealers, clarifies that medical marijuana patients are included in that definition.

"There are no exceptions in federal law for marijuana purportedly used for medicinal purposes, even if such use is sanctioned by state law," said the letter by Arthur Herbert, the ATF's assistant director for enforcement programs and services.

Federal firearm licensees, or FFLs, can't sell a gun to someone who answers "yes" when a required form asks whether the buyer is a controlled substance user.

'Reasonable cause to believe'
Last week's letter also says that licensed dealers can't sell a gun or ammunition if they have "reasonable cause to believe" the buyer is using a controlled substance.

That includes if the buyer presents a medical marijuana card as identification, or if the buyer talks about drug use, having a medical marijuana card or a recent drug conviction, ATF spokesman Drew Wade said Wednesday.

But there are no new obligations for gun dealers outlined in the letter, Wade said.

"We received lots of queries from the industry from various states of how to deal with state legislation and the federal law," he said. "It's our responsibility to provide advice and guidance."

The clash between state and federal drug laws has led to lawsuits and criminal cases in some of the 16 states that have legalized medical marijuana use.

Officials in two Oregon counties have said they'll appeal to the U.S. Supreme Court after state judges said sheriffs couldn't deny concealed handgun licenses for medical marijuana patients.

The Oregon Court of Appeals and the Oregon Supreme Court said the state law that authorizes concealed handgun permits is separate from the federal law that outlaws gun possession by drug users, and the state gun law doesn't address medical marijuana use.

Montana raids
Federal authorities also raided dozens of medical marijuana operations across Montana this spring, chilling a once-booming pot industry and leading to sweeping changes in Montana law.

The Department of Justice followed up with a warning letter to political leaders in many states that federal prosecutors will pursue marijuana distributors but not individual patients who are following state law.

The letter the ATF sent to gun dealers last week was first reported by Lee Newspapers of Montana.

Pro-marijuana and gun groups said the policy clarification amounts to rescinding the gun rights for the thousands of people licensed to use medical marijuana laws.

And it appears to contradict a 2009 Department of Justice memo that said the Obama administration would not pursue prosecution of individual medical marijuana users who obey state laws.

Besides that, the government is putting an additional burden on gun dealers to police their customers, said Montana Shooting Sports Association Gary Marbut.

"Their business is to be merchants, not to be cops. Unfortunately, the federal licensing scheme complicates that," Marbut said. "It sounds as if the (ATF) is expecting them to drift further into the cop role."

'Protecting America from criminals'
Wade said both the 2009 memo and last week's letter were approved by the Justice Department and he does not believe there is a contradiction in the two messages.

He also that the dealers are in a good position to help prevent firearms from getting into the wrong hands.

"The FFLs aren't cops but they are at the front line of protecting America from criminals or people who are prohibited from possessing firearms," Wade said.

A salesman at one licensed firearms dealer, Montana Outdoor Sports in Helena, said he doesn't expect much to change as a result of the letter because it's largely up to the buyer to reveal whether he or she is a medical marijuana user.

"Who's going to say yes to that?" asked Damon Peters, a sales associate for the store and a licensed hunting guide.

"A lot of users of medical marijuana aren't really shooting sports enthusiasts, anyway. I think we may see a sale or two lost, but I don't see anything dramatic that's going to affect us," he said.

Russia's Yandex invests $15M in US search underdog

(AP) ? Blekko, a Silicon Valley startup trying to build a spam-free search engine, is getting some love from Russia.

Yandex, the most popular search engine in Russia, is expressing its affinity with a $15 million investment in Blekko and a commitment to share some of its computing power and other technology with its new U.S. partner. Blekko is getting an additional $15 million from another group consisting mostly of its earlier investors ? U.S. Venture Partners, CMEA Capital and PivotNorth Capital

The alliance announced Thursday marks the first time Yandex has invested in a U.S. search service, according to Arkady Borkovsky, chief technology officer of Yandex's Silicon Valley lab. Yandex and its 3,000 employees hope to learn more about the nuances of U.S. search requests from Blekko.

"There could be a future for us here," Borkovsky said. "This is an interesting experiment for us and we are quite excited about it."

Yandex's investment in Blekko comes four months after the Russian company raised its profile in the U.S. with an initial public offering of stock that hasn't been a big hit on Wall Street so far.

Yandex's support is a coup for Blekko, a search engine on a crusade to remove the junk that can clutter the results of market leader, Google, and its two main rivals, Yahoo and Bing.

Blekko, which employs 27 people in Redwood Shores, Calif., tries to fight the search litter, or spam, by relying on humans to use hash tags to highlight the most useful results under frequently searched topics.

Just four months after Blekko hit the market late last year, Google unveiled sweeping changes to its search algorithm in an effort to reduce the rubbish showing up in its results from so-called "content farms" and other websites that had learned how to dupe Google's formula into giving a high ranking to largely irrelevant content.

Despite those changes, many of the results that Google delivers on frequently searched topics such as health remain a "train wreck," said Rich Skrenta, Blekko's CEO and founder.

Most Web surfers don't seem to have a problem with Google, which processes two out of three search requests in the U.S. Google's market dominance has held steady for years, despite challenges from Yahoo, Microsoft Corp.'s Bing and other startups, such as Cuil and Powerset, that have vowed to shake things up without leaving much of a dent.

Russia is one of the few countries where Google is a laggard. Yandex's share in Russia is almost as large as the one Google holds in the U.S., The advantage hasn't been as nearly as lucrative for Yandex, whose revenue this year is expected to be about $650 million. Google's U.S. revenue this year is expected to be between $17 billion and $18 billion.

The disparity may be one reason investors haven't been too keen on Yandex's stock since it was priced at $25 in a May IPO. The shares closed at $22.90 Wednesday. The stock peaked at $42.01 on its first day of trading.

Skrenta, though, believes Yandex can help Blekko broaden its reach and improve its results. Besides giving it more money, Yandex is letting Blekko use some of its servers. That will give Blekko the means to more than double the size of its search index, which currently spans about 3 billion Web pages on 750 servers, Skrenta said. A larger index means Blekko should be able to do a better job responding to search requests on obscure topics that currently give its search engine problems.

If it works out like Skrenta hopes, more people will start coming to Blekko when they are looking for a Google alternative instead of Bing and Yahoo, which together have a roughly 30 percent share of the U.S. search market.

"People are rooting for the underdog in this space," Skrenta said.
